Chapter XXIV, Section LIX: The Spread of the Empire
Although it has been suggested that the spread of the Empire's dominion across two galaxies was due primarily to natural social expansion, economic needs and subtle political manipulation1, it is evident, when looking at its history of dmination, that the spread of the Empire was a military endeavor. The Emperor bears every resemblance to a military dictator and his triumphs are the result of a successful military campaign. The following section deals with aspects of the Empire and its history which allowed it to become an Empire.
Introduction
The Empire officially became an Empire when it conquered Aga Qilaq, the Nutaaq homeworld, in 2479 BE (or the first year of the Empire). Records of the conquest are varied in their interpretations however it is clear that the invasion left no room for diplomacy or peace talks. Within a year Aga Qilaq had surrendered and the Nutaaq people were completely dominated by the Empire. Their government, the Ahnah, was completely neutralized and its members likely killed. Not until 67 AE would the Nutaaq be affirmed as citizens of the Empire. Whatever else may be said about the Empire's brutality or fighting methods, it goes without saying that their military is efficient and their weapons advanced. Technology
The Empire has some of the most advanced military and communications technology in the universe. They are rivaled only by the Fae knowledge of space travel2. It is clear that in many defining battles of the Empire's conquest their superior weaponry and technology were able to win their their victory. In the siege of Aga Qilaq for instance, the Nutaaq were at a point where they had just recently launched a primitive spacecraft to their nearest moon. The laser cannons and plasma bombs of the Empire completely dominated any sort of weaponry the Nutaaq could hope to throw at them.
As in the battles of EetaAh and Kin'Tany, the Empire's superior technology and military arsenal could be argued to be the reason for their extensive victories. Other sources claim that this cannot be so because in the battle for the Hobin homeworld, EetaAh, the Empire's weaponry was rivaled (equally some would say) by the newly invented Hobin Light Speed Missile (See Chapter XXXIX: Development of Weaponry). It should be noted however that the Hobins are not a war loving people and as history has shown would always prefer to surrender instead of fight. When the Empire offered them citizenship instead of war in 56 AE they accepted almost immediately3. As in Aga Qilaq's Ahnah, the Hobin government, the Kruuchyn, was destroyed immediately.
It may also be noted that in the cases of Kin'Tany and EetaAh, where the human soldiers of the Empire could not be a physical presence on the worlds due to planetary conditions, the Urtraks and Hobins may have felt that they had some chance of retaining their independence, however this could not be so. The Empire allows no room for independence and its control of society is brutal to say the least.
Societal Domination and Censorship
One of the many reasons why the Empire has managed to keep such a tight grip on its conquests is because of censorship. Each year the Empire posts a list of books, movies, newspapers, magazines, websites etc which has been 'blackbagged'*. The author would like to note that in the year 112 AE, a year after its publication, this text book was declared illegal. Any work that has been censored in the Empire is usually a revolutionary work that contains any information on the Empire which has not been written by the government of the Empire4. The Army of the Empire and the Shadows have been very effective at destroying anything which has been declared illegal by the Emperor. For this reason almost no unofficial literature exists in the Empire and it is almost impossible for a citizen of the Empire to view a different opinion. Almost every citizen is indoctrinated into a society full of hate for anything not of the Empire and due to censorship no alternative opinion is available. Almost every school in the Milky Way Galaxy has a full scale poster of the Emperor and children are made to salute it each school day.5
Censorship is only one of the many ways with which the Empire keeps the masses obedient. By denying its citizens many of the human rights such as those decided upon at the Congress of Martipal(See Chapter LIII: Peace Agreements of the Second Century) in 102 AE by the governments of the Fae and Werewen. Every marriage within the Empire must be approved by the government so any inter-race marriage or inter-class marriage is denied. People are kept within their districts and only some 22% civilians actually live more than a continent away from their birthplace.
There is no vote within the Empire so citizens have no chance of changing their positions or standards of living. The average worker is paid barely enough to live on and higher education is a luxury. Certainly the most tragic example of the Empire's oppression is the refugee camps on Earth which hosts billions of war refugees forgotten by their government in their time of need.
*Blackbagged - A slang term for anyone who has been arrested by Empire shadows and therefore has disappeared.
Resistance
Although many would like to overthrown or oppose the Empire directly, military advances against the Empire would be a disaster. It is strategically placed behind the vast weight of their Inner Reach forces. Even if worst came to worst for the Empire the Milky Way asteroid field is an impenetrable barrier against any outside threats. Assassination or diplomacy stands no chance; the Emperor himself has not been seen in public for years and his administration will not bargain with any "outsiders" or people foreign to the Empire. It is in the hands of the Rebellion movement and the brave soldiers of the Freedom Fighters that we must trust.
